NTSOANATSATSI PV Solar Farm

NTSOANATSATSI PV Solar Farm contributes to ESG and environmental sustainability for the Dawid Kruiper Local Municipality and ZF Mgcawu District Municipality:

1. Environmental Sustainability - "E" in ESG

Upington and the broader Northern Cape have the highest solar radiation in South Africa, making it

ideal for solar PV. Projects here directly support decarbonisation:

  • Clean energy generation: The existing 10MW Upington Solar PV Park generates 20,000 MWh/year, powering 1,000 households and displacing coal-fired electricity. ∼ Larger plants like the 258MW Scatec Solar Upington complex abate >600,000 tonnes of CO₂ annually.
  • Water conservation: Solar PV uses minimal water vs coal power stations. Critical in ZF Mgcawu, a water-scarce district along the Orange River.
  • Air quality & health: Solar produces energy without carbon or harmful emissions, reducing respiratory risks for communities in Dawid Kruiper LM.
  • Land use: Projects like the Klipkraal land lease by Dawid Kruiper LM show the municipality actively enabling IPPs to use municipal land for solar, tying renewable generation to local development.

2. Social Impact - "S" in ESG

REIPPPP projects in South Africa must include Social Economic Development commitments. In Upington this has meant:

  • Job creation: Construction and O&M jobs prioritise local people. The CEO and CFO of Karoshoek Solar One are both Black women - a rare achievement in energy.
  • Skills & enterprise development: Enel Green Power RSA partnered with Oasis Skills Development Centre near the Upington plant to train disabled and unemployed youth in beadwork, food gardening, furniture, paving, baking. They also upgraded Ubunye Day Care in Louisvale with classrooms, kitchen, playground.
  • Community ownership: The 258MW Scatec complex includes 5% ownership by the Community of Upington and 35% by H1 Holdings, a black-owned SA company. This builds wealth retention in ZF Mgcawu.

3. Governance - "G" in ESG

  • Municipal revenue & energy security: Dawid Kruiper LM issued tenders to lease Klipkraal land to IPPs for 25-30 year PPAs. This gives the municipality long-term lease income and options to procure cleaner, cheaper power directly, improving fiscal sustainability and reducing Eskom dependence.
  • Alignment with national targets: The Draft IRP2010 referenced 7,200 MW of renewables possible in 20 years, with Upington targeted for 1,100 MW in phase 1. NTSOANATSATSI PV would help Dawid Kruiper/ZF Mgcawu meet provincial and national climate commitments.
  • Transparent procurement: REIPPPP requires competitive bidding and socio-economic scorecards, strengthening governance around energy projects in the district.
